PROBLEM TO BE SOLVED: To provide a panel substrate which is low in electric resistance in wiring and is high in the light transmittance of electrodes for display, and a liquid crystal device using the same. SOLUTION: The panel substrate 30 has a substrate 31, the plural electrodes 32 for display which are formed in parallel on the substrate 31 and a plurality of wiring 34 which are formed on the substrate 31 and are continuous with the electrodes 32 for display. The electrodes 32 for display and the wiring 34 have two-layered structures consisting of a transparent conductive layer 70 and a metallic layer 72. The width of the metallic layer 72 of the electrodes 32 for display is much narrower than the width of the transparent conductive layer 70.
