PICTURE ENCODING METHOD AND PICTURE DECODING METHOD

PROBLEM TO BE SOLVED: To improve the possibility of performing variable length encoding of satisfactory encoding efficiency by performing transformation processing in comparing processing of an event obtained by a quantization transformation coefficient and a reference event included in a variable length encoding table. SOLUTION: This method is provided with a discrete cosine transformer(DCT) 204 for performing DCT processing to digital picture data and a quantization device (Q) 205 for generating the quantization transformation coefficient by applying quantization processing to the output of the transformer 204 to apply variable length encoding processing to the quantization transformation coefficient by referring to the variable length encoding table showing the assignment of a variable length code.
