METHOD FOR TERMINAL TO OBTAIN ACCESS TO COMMON RESOURCE OF NETWORK

PROBLEM TO BE SOLVED: To provide a method for a terminal to obtain an access to a common resource of a network by which the terminal can access the common resource of the network without imposing a remarkable load on an uplink between the terminal and the network while taking the actual qualification and necessary conditions of the terminal into account. SOLUTION: The network decides access conditions of access classes and transmits the access conditions to all terminals likely to access the common resource. Terminals desiring access to the resource decide access classes to which the terminals belong depending on their access states, and the terminals can achieve access to the resource depending on the access conditions of the access classes decided in this way.
