PROBLEM TO BE SOLVED: To provide a called party toll charging method and a called party charging system that attains communication where charging is imposed on a called party with respect to an incoming call from a specific caller and that decides the propriety of the charging on the called party depending on a time zone or the like. SOLUTION: The called party charging system in an electric communication network is provided with a means that acquires a service number and a caller number when dialing, a called party charging caller registration database that stores caller numbers to permit called party charging by each service user, a means that retrieves the called party charging caller registration database depending on the service number and the caller number, and a means that conducts called party charging when the service number and the caller number are registered in the called party charging caller registration database.
