PROBLEM TO BE SOLVED: To provide a traffic volume measuring device which can correspond to the change of sunshine conditions in a short time and measure the number of through traffic with accuracy recognizing between the apparent running and actual running. SOLUTION: The continuous picture input device 11 reads continuous picture 10 from ITV camera used for monitoring road conditions. The road brightness registration and renewal device 16 register a road brightness at starting time and renew the road brightness during measurement. The vehicle detector 12 detects the vehicle in the vehicle detection area which is divided from the serial picture 10 into a plurality of meshes by each lane referring to the registered and updated road brightness. A vehicle kind judgment device 13 judges the vehicle kind detected by the vehicle detection device 12. The apparent running judgment device 14 judges whether the detected vehicle is the vehicle of the adjacent lane. And the vehicle number measurement device 15 measures the number of each kind based on the judgment from the vehicle kind judged from the vehicle kind judgment device 13 and the result of the apparent running judgment device 14.
