SOLUTION: The device is provided with an optical transmitter consisting of an optical duo binary signal generating means for generating optical duo binary signals and an optical modulation means for returning the optical duo binary signal to zero by adding an alternated optical retardation to it to transform it into a carrier suppression optical duo binary signal returned to zero and then transmitting it, an optical transmission medium for transmitting the carrier suppression optical duo binary signal returned to zero, and an optical receiver consisting of a band dividing means for receiving the carrier suppression optical duo binary signal returned to zero and then for dividing and outputting two optical duo binary components in the spectrum component, and an optical receiving means for receiving either or both of two optical duo binary components.
