PROBLEM TO BE SOLVED: To reduce number of control packets on a communication channel. SOLUTION: After intervention of a setting request packet from a communication apparatus of other node to other communication apparatus of its own node, when it own node receives a setting reject packet or a setting negation packet from the other communication apparatus of its own node, a setting request packet in response to the setting reject packet or the setting negation packet is generated and transmitted to the other communication apparatus of its own node ((e), (k), (m)). When the setting request packet from the other communication apparatus of its own node to the communication apparatus of the other node is intervened, and a notice of the setting reject or setting negation is intervened from the communication apparatus of the other node to the other communication of its own node, and when the setting request packet is received from the other communication apparatus of its own node, the setting request packet is terminanted ((g), (p), (r)).
