PROBLEM TO BE SOLVED: To provide a charging apparatus in which an electric double-layer capacitor is used and this electric double-layer capacitor can be charged quickly and adequately while enhancing the charging efficiency, by improving flexibility of design and raising the charging efficiency. SOLUTION: This charging apparatus comprises a power supply circuit 10 for supplying a predetermined DC voltage, an oscillation circuit 20 for outputting a pulse signal in a predetermined timing, an intermitting charging circuit 30 for supplying intermittently a charging current, based on a DC voltage in the predetermined timing of the pulse signal, a charging capacitor 50 formed of a plurality of electric double-layer capacitors, a connecting condition switching circuit 40 for controlling the switching of serial connection condition and parallel connection condition of a plurality of capacitors, and a voltage monitor circuit 60 for detecting and monitoring the voltage charged in the charging capacitor 50.
