PROBLEM TO BE SOLVED: To acquire a high quality still picture of a scene requested from an image receiver side by utilizing the existing video transmission system as it is as much as possible. SOLUTION: A moving picture encoder 205 sequentially fetches a moving picture for one frame from an input vide signal, encodes the moving picture and subsequently outputs the moving picture. In such a case, the moving picture from the encoder 205 is transmitted onto a line because the input terminal 209a of a changeover switch 209 is connected to an output terminal 209c. At that time, an on/off switch 204 is turned on/off in a fixed cycle, a still picture encoder 206 also fetches a still picture for one frame each time a video signal is inputted and stores the still picture in a buffer 207. When an image receiving side issues a still picture request, the switch 209 is switched over to turn off the on/off switch 204. The encoder 206 fetches the prescribed number of still pictures from the buffer 207 from the latest one, encodes the still pictures and stores the still pictures in the buffer 207. |
