SOLUTION: The transmission rate control part 1 identifies communication service or communication data classification used based on an inputted identification signal, determines the maximum transmission rate of each channel of which one or more transmission rates are settable, changes the transmission rate of each channel into the maximum transmission rate, sets the coefficient, namely, a gain factor β, corresponding to the maximum transmission rate in the coefficient multipliers 4 and 5 of each channel, and sends out maximum transmission rate information to a transmitted power control part 10. The transmitted power control part 10 adjusts a gain of a changeable gain amplifier 9 according to this to control the transmitted power of a modulating signal.
