PROBLEM TO BE SOLVED: To prevent wrong information that it is abnormal though actually not abnormal from coming up, even though there is omission of detection and misdetection of a sensor. SOLUTION: This invention is provided with sensors (1,..., m-1, m, m+1, m+2,..., n) which are set up seriately on a road and detect vehicles, an abnormality judgment means 10 which judges the abnormality of a vehicle comparing the measurement value between the sensor m-1 and m+1, the abnormality judgment means 20 which judges the abnormality of the vehicle comparing the measurement value between the sensor m and m+1 and the integrated judgment means 30 which judges presence of the vehicle which runs on the road between the sensors m and m+2 based on the results of the abnormality judgment means 10 and 20. As the result, misreport occurring of being abnormal though abnormality does not exist can be prevented.
