PURPOSE: A format converter for increasing a resolution of an image signal is provided to increase a resolution by differentiating format conversions of a PC signal, a TV signal, and a VTR signal. CONSTITUTION: A sync generator(16) generates horizontal and vertical sync signals according to an output clock. An output mode judging section(17) judges an output mode according the horizontal and vertical sync signals generated by the sync generator(16) and outputs the total number of horizontal pixels to the first PLL(13). A horizontal scalar section(33) includes a horizontal scaler and a multiplexor. The horizontal scaler horizontally scales vertically scaled R, G, and B data(R', G', B'). The multiplexor receives vertically scaled R, G, and B data(R', G', B') and horizontally scaled R, G, and B data and selectively outputs the data according to a current input source.
