摘要 When shifting from a 2-point communication to a 3-point communication, the 2-point communication is kept active until the 3-point communication is readied, and then shifting to the 3-point communication is effected to thereby eliminate a short break of conversation; rate control information in all points is acquired by a transcoder in each point while the 2-point communication is maintained, and then shifting to the 3-point communication is effected. During the 3-point communication, a transcoder in each point (1), at transmitting, copies encoded voice data for transmission to transcoders in other points, and (2), at receiving, replaces its own rate designator with a rate designator sent along with encoded voice data from another point by using rate control information, for transmission to mobile machines, or decodes each encoded voice data, synthesizes decoded voice signals, encodes the synthesized voice signal, and adds a rate designator showing an encoded rate to the encoded voice data, for transmission to mobile machines.
