A CPU controls a spectrum inverting/noninverting switch and a subcarrier generator to transform a voice signal to be transmitted. Transmission is repeated alternately in the states of inverted and noninverted spectrum. On a reception side, the reverse transformation of signals is carried out. This improves the degree of privacy.
