PURPOSE: A method for sending e-mail notice and operating internet advertisement is provided for a notice publisher or server operator to reduce the cost for sending the notice through the e-mail notice attaching the advertisement, and for an advertiser to put the advertisement on the internet very effectively and largely. CONSTITUTION: The receipt/bill forwarding agency(102) sends data including a receipt/bill free forwarding state, a banner-exposed state, and a notice reception state, to a receipt/bill publishing company(101) and an advertiser(110,S13). The receipt/bill forwarding agency asks for the advertisement expenses to the advertiser based on the advertisement posted to the e-mail, and receives the advertisement expenses from the advertiser(S14).
