PROBLEM TO BE SOLVED: To provide a cement dispersant which contains two polycarboxylic acid-based polymers as essential components and has properties effective in attaining excellent flowability retention properties and superior properties with respect to mixing of concrete or mortar, and also lesser hardening retardation properties. SOLUTION: This cement dispersant contains two copolymers (A) and (B) as essential components, wherein: the copolymer (A) comprises, as essential constitutional units, a structural unit (I) derived from a short-chain polyalkylene glycol alkenyl ether-based monomer having an average number of mols of an oxyalkylene group added of 1-100, and another constitutional unit (III) derived from an unsaturated carboxylic acid-based monomer; and the copolymer (B) comprises, as essential constitutional units, a constitutional unit (II) derived from a long-chain polyalkylene glycol alkenyl ether-based monomer having an average number of mols of an oxyalkylene group added of 11-300, and the constitutional unit (III) derived from an unsaturated carboxylic acid-based monomer.
