PROBLEM TO BE SOLVED: To reduce seismic action on anchor bolts for anchoring steel columns and the like, thus reducing or delaying the breaking and rupturing of the anchor bolts in earthquakes, and also reducing the expenses for restoration after earthquakes and injury human bodies. SOLUTION: An elastic means 6 comprising a coil spring or the like is interposed between a locknut 5 screwed on the upper exposed part of the anchor bolt 2 buried in foundation concrete 1 and a member to be tightened, such as the baseplate 4 of a steel column 3, and the member to be tightened is tightened to the foundation concrete 1 by use of the locknut 5. Seismic energy is absorbed by the elastic deformation of the elastic means 6 to reduce seismic action on the anchor bolt 2. In addition to metallic springs, the elastic means may be constructed of hard rubber, etc.
