PROBLEM TO BE SOLVED: To solve such problems that the conventional water retaining pavement body has a low water absorption coefficient, a continued pavement body cannot be obtained, the conventional water retaining pavement body is hard to be applied to a roadway pavement body although it can be utilized as a footpath pavement body, and the conventional water retaining pavement body has a problem in strength. SOLUTION: A slurry filler 4 that cement and a porous filler are mixed together is injected into the voids of molded porous concrete, or a binder 5 that the porous filler is dispersed in cement into a mortar shape is added to an aggregate 2 and mixed to provide the water holding pavement body 1.
