PROBLEM TO BE SOLVED: To set the minimum working angle of a suction valve or an exhaust valve to a value lower than a conventional value. SOLUTION: An exhaust valve 29 is supported in a vibrating manner by an upper spring 314 and a lower spring 316 and an armature 311 moved in linkage with a valve stem 29b of the exhaust valve 29 is situated in a reciprocating manner between a first core 301 having a first electromagnetic coil 308 and a second core 302 having a second electromagnetic coil 309. When high pressure oil is introduced in an oil pressure chamber 321, the second core 302 is moved in a direction in which it is separated away from the first core 301, and the exhaust valve 29 is rendered openable at a high lift. When the oil in the oil pressure chamber 321 is discharged, the second core 302 is moved in a direction approaching the first core 301, and the exhaust valve 29 is rendered openable at a low lift.
