PROBLEM TO BE SOLVED: To solve the problem with a wave dissipating device that animals and plants which grow underwater, such as oysters, barnacles and seaweeds, are likely to cling to the bottom surface of the device provided in a floating condition on the surface of water of well-known motorboat race pool and to the portion of the device under the water, with new oysters, barnacles and seaweeds clinging one after another to dead oysters and barnacles increasing the weight of the device and causing the device to sink about 10 cm or more below the surface of water; the wave-dissipating effect of the device is then remarkably reduced and the device cannot dissipate high waves, resulting in the necessity of raising the device onto the ground at least once a year for the removal of the oysters, barnacles, seaweeds, etc. SOLUTION: If the entire wave dissipating device sinks below the required depth from the surface of water because of an increase in weight due to oysters, barnacles, seaweeds and the like clinging thereto, water is drained by an amount corresponding to the sinking of the device via a draining pump to adjust buoyancy so as to restore or increase the reduced wave-dissipating effect of the device.
