PROBLEM TO BE SOLVED: To provide a method for producing an inexpensive paper sheet (composite material) having a biodegradable plastic sheet usable as a business form, etc., by readily and economically forming the biodegradable plastic layer on a paper base sheet without a problem of environmental pollution. SOLUTION: A biodegradable plastic emulsion is applied to a paper base sheet to form the biodegradable plastic layer.
