PROBLEM TO BE SOLVED: To prevent a circuit from being damaged by malfunction when successively detecting each voltage of n unit batteries 11 that are connected in series while they are insulated from other unit batteries 11. SOLUTION: Switches SW1-SWn+1 are connected to both the terminals of each of unit batteries 11 in a battery block 10 where the n unit batteries 11 are connected in series. A control signal that is outputted from a microcomputer 40 is fed to each of the switches SW1-SWn+1 via a decoder circuit 50 and an output conversion circuit 60. The decoder circuit 50 selectively sets only one output port to be active based on a control signal that is outputted from the microcomputer 40, and the output circuit 60 selectively turns on a pair of adjacent switches based on the active state of each output port of the decoder circuit 50. The voltage of the unit batteries 11 that are connected by a pair of switches that is turned on selectively is detected by a voltage detection part 30.
