PROBLEM TO BE SOLVED: To prevent leakage of a powdery material to the outside of a system and contamination to the system. SOLUTION: A blocking means 11 is provided in a feed side connection tube 2, and a compressed air blowing means 12 for clearing the powdery material away and a powdery dust discharging means 13 are provided respectively in each of the powdery material feed-directional downstream side of the blocking means 11 of the feed side connection tube and a discharge side connection tube 5, in this device of the present invention wherein the powdery material 7 is fed to a powdery material handling container 3 via the disconnectable type feed side connection tube 2 provided in an end part of a powdery material transfer tube 1, and wherein the powdery material 8 inside the container 3 is discharged via the disconnectable discharge side connection tube 5 provided in an end part of a powdery material transfer tube other than the powdery material transfer tube 1.
