PROBLEM TO BE SOLVED: To provide a wallpaper or the like and method for manufacturing the same having air permeability matching to the Japanese climate, securely inhibiting generation of mildew or the like and excellent in decorativeness and asethetic design by an ink-jet printing using pigment based ink or the like. SOLUTION: This wallpaper is set to have an underwater elongation <=1% by adding >=5% of a synthetic fiber or >=5% of an inorganic material to a paper base.
