PROBLEM TO BE SOLVED: To provide an aqueous emulsion composition for forming a degradable film which has an excellent degradability and may be used for forming a smooth metallic film having a phase separation structure by the addition of a water-soluble polymer. SOLUTION: The aqueous emulsion composition for forming a degradable film comprises a polymer particle (b), obtained by copolymerizing an alkyl methacrylate (i) having a 1-4C alkyl group, a polymerizable monomer (ii) having a hydroxyl group and, if required, other copolymerizable monomers (iii) in the presence of a nonionic surfactant or the combination of a nonionic surfactant and an ionic surfactant (a), and (c) water.
