PROBLEM TO BE SOLVED: To provide a refuse incinerator and a method capable of achieving further suppression and reduction of dioxins that is not achieved by combustion control taking CO concentration as an index. SOLUTION: The refuse incinerator wherein production of dioxins is suppressed is characterized in that it comprises a combustion furnace 11 for combusting refuse in combustion air therein, measuring means 12 for dioxins for directly measuring the amount of production of at least one kind of dioxins in the combustion furnace 11, and control means for monitoring the amount of production of the at least one kind of dioxins obtained in the dioxins measuring means 12, and altering operation conditions in the combustion furnace to reduce the amount of production of the at least one kind of dioxins in the combustion furnace 11 based upon the result of the monitoring.
