PROBLEM TO BE SOLVED: To obtain a phospholipid composition capable of transparency dispersing an oil into water by merely mixing the oil with water under stirring even in the case that a comparatively small amount of a surfactant based on the oil is used and a cosmetic containing the phospholipid composition. SOLUTION: This phospholipid composition is a composition comprising containing a phospholipid, a lysophospholipid and an oil as main components and features that the phospholipid and the lysophospholipid are formulated in a proportion of 10:1 to 2:3 in the mass ratio, the mixture between the phospholipid and the lysophospholipid and the oil are formulated in a proportion of 10:1 to 1:2 in the mass ratio and the transparency in the case that the composition is dissolved into water is more than 50%, and the cosmetic containing the phospholipid composition is obtained.
