PROBLEM TO BE SOLVED: To provide a transparent liquid composition which comprises water, an oil-soluble ingredient and a surfactant, wherein the content of the surfactant is low. SOLUTION: This transparent liquid composition comprising water, an oil- soluble ingredient and a surfactant. More concretely, the transparent liquid composition comprising >=50 wt.% of the water, <=30 wt.% of the oil-soluble ingredient and <=20 wt.% of the surfactant, wherein the content of the surfactant is less than the content of the oil-soluble ingredient. |
