PROBLEM TO BE SOLVED: To prevent reduction of a life of a motor for driving a cross flow fan even at the time of using the cross flow fan as a blast fan and arranging the cross flow fan at a position of receiving a wind generated by vehicle speed. SOLUTION: A voltage control means 13 for controlling the voltage applied to the motors 11a, 11b driving the cross flow fans 10a, 10b controls the voltage such that a consumption power of the motors 11a, 11b is equal to or less than a predetermined value regardless of the vehicle speed. Accordingly, even when the vehicle speed increases and the wind by the vehicle speed increases, the consumption power of the motors 11a, 11b can be set to be equal to or less than the predetermined value, and in the case where the cross flow fans 10a, 10b receive the wind by the vehicle speed, the life of each of the motors 11a, 11b can be prevented from lowering.
