PROBLEM TO BE SOLVED: To increase the degree of freedom of the working angle for a practical use of a suction valve or an exhaust valve. SOLUTION: Provided an opening time corresponding to a working angle (i.e., a minimum working angle) is T1 when a full opening holding time of the exhaust valve is '0', and when an opening time (an opening period) corresponding to the target operation angle of an exhaust valve is Tθ, the opening timing of a second exhaust valve is worked and controlled by delay by (Tθ-T1) from the opening timing of a first exhaust valve, and the two exhaust valves are worked at a minimum working angle in a way that a full opening holding time is set to '0'.
