Device comprises two parallel electrode plates (5, 6) made from stainless steel. The plates are mounted and held apart from each other by two spacers (7, 8) that are made with polytetra-fluoro- ethylene, i.e. Teflon or ceramic material. Electrical connections are fed to the electrodes via a tube (9) welded to the first electrode.
