PROBLEM TO BE SOLVED: To sufficiently pack ballast in a box-shaped crosstie. SOLUTION: Ballast 17 is packed in the box-shaped crosstie 11 opened at the bottom section, and the opening 13 of the crosstie 11 is covered with a lid 21. The crosstie 11 is installed on a track bed, with the opening 13 at the bottom section covered with the lid 21, then the lid 21 is removed from the crosstie 11. This structure of the crosstie 11 is provided with the box-shaped crosstie 11 opened at the bottom section and the lid 21 capable of covering the opening 13 of the crosstie 11 packed with the ballast 17 in it. The lid 21 can be freely fitted to or removed from the crosstie 11.
