PROBLEM TO BE SOLVED: To provide a base paper delivering mechanism in a stencil printing machine, with which the number of parts of the driving mechanisms of a clamping member and of a base paper springing-up member are reduced and their manufacturing and assembling work can be facilitated and, at the same time, the installation space of the driving mechanisms can be made smaller. SOLUTION: The opening and closing mechanism K1 of a movable clamping member 37 and, at the same time, the changing-over mechanism K2 of a base paper springing-up member 51 are provided on one side of a printing drum 13 so as to synchronize the opening and closing mechanism K1 with the changing-over mechanism K2 by means of an interlocking mechanism K3 in order to connect them so that the movable clamping member 37 and the base paper springing-up member 51 are openingly and closingly swung. A driving segment gear 42, a driven segment gear 44 and a driven segment gear 58 comprising the opening and closing mechanism K1, the changing-over mechanism K2 and the interlocking mechanism K3 are arranged nearly on one same plane at the one side part of the printing drum 13.
