PROBLEM TO BE SOLVED: To reduce the area of a notch formed in a web when web cutting is started with a cutting member, when a web slitting width is changed and when the web cutting is finished, and prevent a cutout from being cut off when the web slitting width is changed. SOLUTION: When longitudinal cutting is started along the side edges of a web 12, a notcher 22 forms edge notches cut in the web 12 from the side edges to the middle side, and a slitter 24 uses shearing members 26 to start to cut the web 12 from the starting points of the edge notches. For a change in the slitting width after the start of the cutting of the web 12, the notcher 22 forms inner notches NI opening inward of the side edges of the web 12. The slitter 24 moves widthwise the shearing members 26, which are moved into the inner notches NI along the feed direction, to change the slitting width of the web 12.
