PROBLEM TO BE SOLVED: To provide a method and device for cooling a thick steel sheet in which the flatness in the shape is improved and the material of the thick steel plate is uniformized by a simple method and device. SOLUTION: In a method by which the controlled cooling of the thick steel plate is performed after finish rolling in the thick plate manufacturing process, the scale distribution on the surface of the steel plate is measured and, after forming a surface film on the parts where the scale is peeled based on the result of the measurement of the scale distribution, the controlled cooling is performed. In an equipment train for performing the controlled cooling with the thick plate manufacturing equipment, a finishing mill 10, hot straightening device 12, scale distribution measuring unit 14, surface film applying device 16 for applying the surface film to the parts where the scale is peeled and controlled cooling device 22 are successively arranged.
