PROBLEM TO BE SOLVED: To provide a filter for gas permeation, that is easy to discard, is capable of utilizing a reclaimed material and has large degree of freedom for selecting the rigidity of a flange part, a method for manufacturing the same and an air filter. SOLUTION: The filter of which the fold of a waved filtration part and its side are formed of a same material, and the flange part of which is formed of a different material is provide. The method for manufacturing the filter is characterized by closing the side of the fold by fusing by heat/pressure pressing a waved sheet to form a waved bag, and after that, fusing a sheet having the inside cut-out, which comprises an adhesive substrate, with the waved bag and simultaneously forming the flange part. The air filter internally loaded with the above filter is also provided.
