PROBLEM TO BE SOLVED: To solve the problems of the operation control device of a seedling transplanter which can drive with an actuator a tool for operating a hydraulic switch valve for controlling the lifting or lowering of a seedling-planting portion and a tool for operating a planting clutch for connecting or disconnecting a rotation power to the seedling-planting portion and can also switch the lifting or lowering of the seedling-planting portion and the switch-on/off of the planting clutch with a simple operation lever at hand, such as a problem that the lifting or lowering of the seedling-planting portion or the switch-on/off of the planting clutch can not carried out, a problem that a planting work must be intermitted to stop the continuation of the operation and lower the efficiency of the planting work, when a position sensor for detecting the position of the operation tool is broken down or when an accident happens in a control system for operating the operation tool by the operation of the simple operation lever. SOLUTION: This operation control device of the seedling transplanter, is characterized by forming the operation mode of a simple operation lever so that the operation mode can be switched into a normal mode or an emergency manual mode which can operate the actuator by the continuation of the switch operation of the lever.
