PROBLEM TO BE SOLVED: To stabilize the opening movement of a raw material feed valve. SOLUTION: The raw material feed valve 7 is provided with a cylindrical fixed valve member 74, a columner rotary valve member 71 rotatably and slidably housed in the inner periphery of the fixed valve member 74, and an electric motor 3 rotating the rotary valve member 71 around its axis. The rotary valve member 71 has an outlet port (n) installed in a forward end face 71a, an inlet port (m) installed in an outer peripheral surface 71b, and a passage hole 72 communicating the outlet port (n) with the inlet port (m). The fixed valve member 74 has a discharge port 75 installed in the forward end face 74a, and a supply port 76 installed in its outer peripheral wall 74b.
