PROBLEM TO BE SOLVED: To obtain an emulsifying and dispersing agent having a more excellent emulsification and dispersion power and a lower foaming property than the conventional one containing a sulfate ester. SOLUTION: This emulsifying and dispersing agent contains a sulfate ester B of an aliphatic alcohol alkylene oxide addition product A represented by a specified general formula (1) and satisfying specified relation (2) or (3), R1-(OA)k-OH (1), Mw/Mn <=0.030×Ln(v)+1.010 (wherein v<10) (2), Mw/Mn <=-0.026×Ln(v)+1.139 (wherein v>=10) (3).
