PROBLEM TO BE SOLVED: To prevent the deterioration of a printing image by suppressing the generation of wrinkles in screen stencil paper caused by pulling force generated by the tackiness of ink inwardly going in the plate cylinder axis direction of the screen stencil paper when there are many solid images especially at both end parts of printing paper in such a case that the printing paper is peeled from a plate cylinder. SOLUTION: A clamper 9 holding a master 7 being screen stencil paper is provided on the outer peripheral surface of the porous cylindrical substrate 5 of the plate cylinder 4 and a screen 38 being an ink diffusion layer is provided to the substrate. Members 40 having the high coefficient of friction are provided outside in the plate cylinder axial direction of the screen 38 at positions where both end parts of the master 7 are overlapped over the range from the almost leading end of an image region in a plate cylinder peripheral direction to the almost rear end thereof. By this constitution, the central part of printing paper is peeled by a paper discharge pawl 8 and, even if tensile force inwardly going in the plate cylinder axial direction acts on both end parts of the master 7, the master 7 is not shifted by the friction force of the members 40 having the high coefficient of friction to suppress the generation of wrinkles in the master 7.
