An apparatus is disclosed for monitoring vehicle speed and detecting episode s of vehicle speed in excess of predetermined speed thresholds and recording those episodes to a n on- volatile memory system. The apparatus includes a first subsystem for mounting onto a vehicle to monitor and record vehicle speed related information. Second and third subsystems, intended for law enforcement or government appointed depots, are provided and are a manual handheld communication device and/or an automated radio frequency system for auditing the stored violation s information recorded by the first subsystem.
