PROBLEM TO BE SOLVED: To utilize arbitrary function by only a user permitted from a function provider by mounting a plurality of functions on one semiconductor, and facilitate management in a selection of the functions inside the semiconductor device. SOLUTION: There is provided a function selection part 103 in which in order for a function user to add the utilization of a new function from a plurality of function circuits 106 mounted in a function storage part 105 on a semiconductor device 102, key data to be inputted are automatically updated to different data each time with reference to hysteresis information of functions which have already been used, to authenticate the key data. Furthermore, there is provided a key generation part 101 which automatically updates each time to different data with reference to the hysteresis information of the functions which have already been used when the key data are generated by a function provider.
