PROBLEM TO BE SOLVED: To prevent fracture of a recording layer by a detergent liquid and to improve the yield of the product because the contaminant such as organic dyes and metal material present on the peripheral end face of a substrate is removed by using a detergent liquid in a cleaning part after a recording layer and a reflection layer are formed and thereby, the contaminant is cleaned and removed by the detergent liquid while the recording layer containing organic dyes is protected by the reflection layer consisting of the metal material. SOLUTION: The device is equipped with a recording layer forming part 2 to form a recording layer K containing organic dyes on a disk substrate W, a reflection layer forming part 4 to form a reflection layer G consisting of a metal material on the recording layer, and a cleaning part 5 to clean and remove the contaminant such as organic dyes and metal material present on the peripheral end face of the substrate after the reflection layer is formed by using a detergent liquid L.
