PROBLEM TO BE SOLVED: To obtain information about a program recorded in a recording medium without inserting a recording medium into a recording and reproducing device and without contacting the recording medium to the recording and reproducing device. SOLUTION: A storage means provided in a recording and reproducing device stores program information transmitted with the program, a RFID 14 provided in the recording medium 11 has a coil 16 and an IC chip 17. a write-in/read-out means provided in the recording and reproducing device writes information about the program recorded in the recording medium out of the program information stored in the storage means in the IC chip without contacting, also reads out the program information stored in the IC chip without contacting. The program information read out from the IC chip by the write-in/read-out means is displayed on a display section. Also, the write-in/read-out means has a transmitting and receiving antenna transmitting a radio wave to the coil and receiving a radio wave from the coil, and the write-in/read-out means can read information written in the IC chip in a state in which the recording medium is separated from the recording and reproducing device.
