A chance managing part 8 manages the DB 2 and when a time for starting comes, an IVR processing part 11 is made to operate based on corresponding IVR procedure data of a DB 5 and a corresponding voice automatic response service is performed. In the case, inputted data is stored in a DB 12 and received data in the DB 12 is totaled concerning the service and transmitted to the service agency client at a time for transmission decided by a corresponding service in the DB 7.</p>
