PROBLEM TO BE SOLVED: To provide a program advertisement publication system which can efficiently and effectively lay an advertisement publication plan by advertisement media and optimize advertisement publication. SOLUTION: This program advertisement publication system optimizes the publication of an advertisement using advertisement media and allocates object advertisement raw materials with high priority to all of secured advertisement insertion frames of programs having higher effectiveness so that the same advertisement raw material is not partial to the same program according to advertisement insertion frame data regarding the object advertisement raw materials, priority level data showing the priority levels of the respective advertisement objects, and program effectiveness data showing the effectiveness of the programs.
