PROBLEM TO BE SOLVED: To solve the problem in conventional router that a router that has had possibility of an IP packet being unable received by a communication destination router on the occurrence of high traffic in a path up to the communication destination router. SOLUTION: A traffic measurement section 15 periodically transmits a traffic measurement packet with a transmission time set thereto to the communication destination router. A traffic measurement packet reception processing section 14 of the communication destination router sets a reception time and returns a traffic measurement response packet. The router, receiving the traffic response packet, uses a traffic calculation section 16 to calculate the proper traffic for transmission packets from a difference between the transmission time and the reception time that are respectively set and informs a packet transmission section 20 about the result. Thus, the packet transmission section 20 can control the traffic of packets to be sent to the destination.
