PROBLEM TO BE SOLVED: To provide a system for purchasing software finally only when the software is generated just as desired by the ordering person of the software while preventing the flow out of property. SOLUTION: A user accesses a server computer to perform program generating processing by him/herself (step S1). In order to facilitate the generating operation, a tool is provided. Whether the desired software is completed or not is determined by the user him/herself by sending picture data in performance to a user computer. Since the program itself is not sent to the user computer in this case, the flow out of the property is prevented. After completion, test run processing is performed (step S3) and when registration is applied for from the user computer, registering processing is performed (step S7).
