PROBLEM TO BE SOLVED: To provide a surface observing device which has a simple structure and with which both the inside of a hole and the appearance of a rod-shaped object can be observed. SOLUTION: In the surface observing device 1 which observes the inside of the hole and the surface of the rod-shaped object, a transparent pipe 2 is provided, and a CCD camera 8, which is connected to the transparent pipe 2 via a lens system 7, is provided. In the surface observing device 1, a taper face 3, whose diameter is reduced toward the tip is formed on the outer circumferential face at the tip part of the transparent pipe 2, an inverted taper face 4 whose diameter expands toward the tip is formed on the inner circumferential face at the tip part of the transparent pipe 2, an inverted taper face 5, whose diameter is expanded toward the tip is formed on the outer circumferential face in the base end part of the transparent pipe 2, and a light source 6 for illumination is installed on the inverted taper face 5, on the outer circumferential face in the end part of the transparent pipe 2.
