PROBLEM TO BE SOLVED: To stably circulate a fluidized medium and carry out a stable operation in an internal circulation fluidized bed provided with partitions. SOLUTION: In the internal circulation fluidized bed, a chamber provided with a fluidized bed is divided by a partition 30 into a combustion cell and a heat-receiving cell to form paths in the upper and the lower sides. An air box is provided independently to the lower side of each cell to supply a fluidizing gas of a regulated flow rate. A superficial velocity of the fluidized medium in the combustion cell is set larger than that of the heat-receiving cell, so that the fluidized medium moves from the combustion cell over the partition 30 into a heat-receiving cell, and circulates from under the heat-receiving cell into the combustion cell. The partition 30 is constituted of evaporation tubes 32 in a forced circulation.
